1842 – 1849: The council area covered Hastings County and Victoria District and was Called “District Council”. Records indicate that meetings were held at a location in Victoria District and in Belleville for Hastings County. Records also indicate that members attended only their respective area meetings, i.e. meetings held in Belleville appeared to include only those municipal representatives from what is currently Hastings County. Records from 1847-1848 indicate that meetings in Belleville were attended by representatives from Thurlow, Tyendinaga, Rawdon and Hungerford.
